a tool not merely to respond to
change, but to direct it, even alter
its nature, in order to maximize the
potential benefit of that change in
both short and long terms, and in order
to actively shape the character of
a community. In response to the recent
growth of population and commercial business
in Moriarty, and in anticipation of
continued expansion and diversification of
the local economy, the City Council
created the Planning & Zoning Department
in January 1999.
WHAT DOES P&Z DO? With the direction of the Council, working with the P&Z Commission, and guided by the desires of citizens and by the most current professional thought, the activities of the Planning & Zoning Department include the following: ? Development of plans and ordinances
? Implementation
? Code Enforcement
? Special Concerns
WHAT DOESN’T P&Z DO? The Planning & Zoning Department doesn’t keep records of land ownership or of tax assessment. This information may be obtained at the Torrance County Courthouse in Estancia, about 18 miles south of Moriarty on NM 41. Also, the P&Z Department doesn’t enforce
private covenants or deed restrictions. If
there is a dispute about such easements,
roads, covenants, or other private agreements,
the parties involved must seek private
resolution of the matter. Legal counsel
may be of help in this process.
So you see, great plans are in the works for Moriarty, the heart of the Estancia Valley, and eastern gateway to Albuquerque and the Middle Rio Grande. The Planning & Zoning Department is working hard to make those plans a reality. Kelly Moe - P&Z Administrator |

to Subdivision Regulations, the Zoning Ordinance,
Master Utility Plans, a Long Range
Road System Plans, Trails, etc.; and
coordination with other departments and agencies.
? Implementation
Annexations, Subdivisions, Zone Changes, Development
Reviews, Variances, and Business Licenses.
? Code Enforcement
Areas of concern include un-permitted
or non-conforming construction or businesses,
violation of home occupation regulations,
open-air vending, accumulation of trash and
weeds, maintenance of City rights-of-way (preventing
blockage of City streets and alleys),
signage, parking, landscaping, and lighting.
? Special Concerns
Airport Management, Flood Plain Management,
Animal Care & Control
